This thesis links project management office to public administration in Canada to conduct research to explore how the PMO functions in the setting of the Governement of Canada and what constitutes its key success factors. Project success in the PMO was viewed from a new perspective by taking a contingent approach, by considering both the "thing issues" and the "people issues", and by taking into account the project, portfolio and program success. The success factors of PMO were defined by integrating components characteristic of the public administration such as politics, power, strategic planning, and importance of senior management support. A multiple regression model was established to demonstrate the functional relationship between project success and the key success factors. The result of the research enables better judgment about and prediction of how to achieve the intended output in the project management office in the Canadian Government. It also provides insight for and strategic guidance to the establishment and practice of the project management office in the Government of Canada, which should emphasize areas such as the importance of project prioritization, strategic planning, project management standards and methodologies and managing the government projects at an enterprise-wide level instead of by individual projects.
