Résumé

Building the right type of transport system and running it efficiently are some of the challenges faced with many municipalities and provinces. Some of the questions that come to mind include but are not limited to 1) Are we choosing the right transport system?, 2) will it be beneficial to the community?, 3) Will it increase ridership?, etc. To solve some of these challenging questions, we conducted Cost Benefit Analysis on the Gatineau Rapibus (Rapid Bus Transit) project. While undertaking the CBA, we conducted live interviews, computed ENPV, IRR, EVA, Sensitivity analysis and delved into the possibilities of using Light Rail instead of dedicated bus service although further research is needed to ascertain this. During the CBA study, we found the project to be having positive ENPV>0. At 8% social discount rate it is $8785.015 (in Millions) over 20 years. Which means, in its current form, Rapibus project is beneficial to Gatineau and the province of Quebec and other stakeholders. The researcher also found out that the project is most sensitive to the Operating Cost variable. If there is increase of 28% in this variable, the project will no longer be beneficial to the community. Within the survey, a question about the preference of Light Rail Transit (LRT) over Elongated Bus was introduced and the majority of the survey respondents (64,7%) were in favour of LRT. However, to ascertain its viability to the community further studies need to be undertaken.
